Remove link to Surveillance Category Editor from nodepage for requisitioned nodes

Description

The nodepage contains links to the Surveillance Category Memberships editor. For nodes that have a foreignsource / are provisioned via provisiond the Surveillance Category Membership editor is to wrong place to change categories. Changes made there will be overwritten by the provisioning workflow. The better place to link to is the requisition the node belongs to.

Change this link to point to the requisition of the node if it has one.

Not quite yet. First, I haven't yet committed those changes. Second, I want to introduce a similar safeguard in the Admin -> Manage Surveillance Categories workflow. Perhaps exclude requisitioned nodes from both pick-lists, unless the user throws an override switch.
