Allow send events through ReST

Description

It should be possible to send events to OpenNMS through a ReST interface. It should be also possible the ReST interface handles the nodeid lookup, so the external system doesn't have to know internal information from OpenNMS.

Fixed in develop with a65aadc15e86af3720f68777cfce9a98da7c0334.

The formatting of the Event XML is the same as was previously required over the TCP listener interface.
If the node id is required for a specific event, it can be looked up using additional REST API calls (i.e. via the Node endpoint)
