Add a timeline of outages to nodepage availability-box

Description

Rework the availability box of the node page:

  • show the "now" status of the services

  • show the availability in percent of the services for the last 24h

  • show a graph of the availability of the services for the last 24h

  • link from the graph to the corresponding outages

the feature branches are:

feature-nodepage-timeline (original feature branch will be removed soon)
feature-nodepage-timeline-1.12 (might stay to in sync with 1.12 to run the feature on a 1.12 based system)
feature-nodepage-timeline-master (will be removed if the merge info master was completed successfully)
