Link Status Provider is still an option for older Linkd Topology Provider

Description

Now that the topology provider is automatically chosen when Linkd is enabled vs. eLinkd and the older Linkd Topology Provider is chosen, this code should also disable the Link Status Provider option since it only works with the eLinkd Topology Provider.
