(En)Linkd sends too many logged events re: scanning

Description

I have a small network managed with OpenNMS but Enlinkd produces thousands of events for scanning every hour that clog up the event list. We need to mark these events as "do not persist" by default.

Seems like a no-brainer to make these donotpersist. They're meant to be internal-only events used by topology.
