Move notification status indicator to header

Description

The status if the global notification is moved into a sub menu. During updates or maintenance the notification is often globally turned off. The red "Off" and green "On" indication was intended to signalize the status of global notification and to prevent misconfiguration.

Suggestion move an icon in the same line as the time and date. For example a green

and a red

for notices turned off

I added a bell icon that has the following appearances for each notification status:

Unknown: Gray circle with white edge with white bell icon inside it
Off: White bell icon covered by red slash icon
On: Green circle with white edge with white bell icon inside it
