EventconfFactoryTest fails with no events eventconf.xml

Description

Unit test fails . We've run the unmarshall tests for event conf, but there is a EventconfFactoryTest which requires at least one event in the eventconf directly. See: http://bamboo.internal.opennms.com:8085/browse/OPENNMS-NMS78-UNIT-259/test/case/104942369
