Update to the latest vaadin version, as of now it is 7.5.1 (2015-07-14) 7.6.4 (2016-03-09)

Originally the goals was to migrate to the latest Vaadin Version. However that is now 11 something, which is no longer compatible with our code base. 

The latest API version which our code base is compatible to is Vaadin 8. 

While working on this issue, Vaadin 8.6.0 was released. 

Therefore this issue only tackles migrating to 8.5.2.

The Working branch was jira/NMS-7797-2018. The 2018 inidicating the year 2018 and not a foundation branch

Mainly the goal of SCSS is, that providing meridian and horizon themes gets easier, as we can just import the definitions from the original web application.

Since vaadin introduced the valo theme it is recommended to use SCSS style definitions instead of CSS and work with mixins in order to create valid style definitions.
We should migrate the existing styles to SCSS.
