Merge OSGi Plugin Manager into Admin UI

Description

Merge OSGi plugin manager into OpenNMS Web UI. Plugin manager (https://github.com/OpenNMS/osgi-plugin-manager) works as a stand alone Karaf feature and as a feature imported into OpenNMS. This merges the featrure into the OpenNMS 17.0.0 build

I've made the docs to fit name conventions for files and embedded images. The formatting was also changed to fit our "one line per sentence" convention which makes it easier to find fixes in git diff commands. Jeff introduced a "opennms-product" variable which I've also used to make your documentation aware of OpenNMS Horizon or OpenNMS Meridian. Please review and merge the pull request in https://github.com/OpenNMS/opennms/pull/754

Plugin merged and working in jira/ branch. However waiting to complete final features in
OpenNMS Plugin Manager and move to version 1.0.0 from version 1.0.0-SNAPSHOT before merging finally into OpenNMS build
