GraphMLMetaTopologyFactory does not cleanup properly when "unregistering"

Description

The GraphMLMetaTopologyFactory does not cleanup afterwards properly.

If you create a graph by placing a "org.opennms.features.topology.plugins.topo.graphml-test.cfg" to ${opennmshome}/etc a new GraphMLTopologyProvider and GraphMLSearchProvider is registered (Assuming the cfg file is correct).
This behaviour is ok.

If you delete the file, created above, the GraphMLMetaTopologyFactory does not unregister the previously created services.
