There are a lot of unrelated issues mentioned in the comments here. Please open new issues for these if the problems persist in a recent release.

I then receive this towards the bottom:

I just installed 22.0.0 for Windows and when I run start.bat the last line that executes is:
Plugin Manager Started
and then it just hangs there.
In the WebUI I can navigate to the Plugin Manager page but I'm unable to refresh anything.
