Monitoring location just integer as longitude and latitude

Description

When I tried to create a new Monitoring Location the longitude and latitude are just integer which is kind a weird behavior for Longitude and Latitude input fields.

The Label does not allow the floating point number, and if you try to edit data into DB they will appair correct but does not function (log error).

This is still a problem in 19.0.1. The creation screen does not allow floating point values for the latitude or longitude fields.

Verified in 19.0.0-0.20170113.onms1150.release.19.0.0.62 and is fixed.
