Syslog handler for Minion can't be added to the featuresBoot

Description

The `opennms-syslogd-handler-default` feature fails when added to the default featuresBoot.

Currently the feature requires a manual install, which means that it will need to be reinstalled after every upgrade (and anytime the data directory is wiped).

Also, this feature should probably be installed by default.

Once addressed, we need to update the relevant instructions in the installation guide.

The errors in the Karaf log were fixed as part of the move the to Sink API in .

This will be resolved when the sink changes are merged.

On a default install, the following errors now appear in karaf.log:

These features require TCP connectivity to the ActiveMQ broker, which is disabled by default.

I wrapped the blueprints in bundle JARs so that they can be loaded without the blueprint: URI handler. Marking as fixed.
