Add ability to forward non-persisted events to Elasticsearch

Description

To avoid the penalty of database storage on OpenNMS, we should allow the Elasticsearch forwarder to forward all events (even those marked as 'donotpersist') so that all events can be forwarded to Elasticsearch regardless of whether they are stored in the OpenNMS database.
