CustomSyslogParser adds misleading blank process values to events

Description

If there is no process name or ID in a syslog message, the CustomSyslogParser will still add parms to the event with "" for process name and 0 for process ID.

The behavior should be changed so that the parms are not added at all, to match the behavior of the other syslog parsers.
