OSPF Router Id not properly updated

Description

The router idfor a specified device discovered by enlink is 255.255.255.255 btw the router id is clearly well expressed in walking the device:

iso.3.6.1.2.1.14.1.1.0 = IpAddress: 172.25.66.29

Fix : OsPfRouterId not properly updated

Fixed merge method in OspfElement

I found that the first run is perfect and the router id is properly discovered.
So I guess there is a problem in update
