Create Topology Service Updates in enlinkd

Description

Differrent Topology Stategy can discover same link.
The Topology UI should be able to consolidate link information.
So need to verify if the link is the same, then we should add...discoverd by...and so on.

 

Add TopologyUpdater for LLDP, OSPF ISIS and Bridge.

Add TopologyUpdater for Layer 2
