provision.pl does not create interfaces

Description

Since upgrade to V19.1.0 my provisioning scripts don't work anymore.
They don't create interfaces.

This fix should have been applied to foundation-2016 as well so I cherry-picked it back this morning.

This is due to an extra space in we added in the URL on line 401 (with the changes from ).

You can patch this yourself by editing $OPENNMS_HOME/bin/provision.pl with these changes: https://github.com/OpenNMS/opennms/commit/3f60daa13616cb51b91ac607005bfda59667ae9b
