Inconsistent handling of keyboard navigation on top menu

Description

When navigating the UI with the "keyboard", I can tab to each top level menu item. But, they: Info, Status, Reports, Dashboards, Maps, and Admin behave differently when pressing the enter key "on" them. Some (Info and Status) drop down as expected, the others jump to another respective page, and the Admin jumps to a page but only for changing your password.

We should update all of the menu items to behave like "Info" and "Status" - providing a dropdown. If this is not possible, pressing enter on any of these should redirect to a page where all of the options are listed.

Yes, we need to back-port this. The target to Meridian 2015 was intentional.

The fix is targeted for Meridian-2017.X. Originally it was targeted for Meridian-2015.x.

The behaviour is now, that the menus provide a dropdown when hovering over them.
