PR's fail circleci RPM build steps due to missing GPG setup

The build and integration-tests steps ran, but the horizon-rpm-build, minion-rpm-build, and sentinel-rpm-build steps all failed the Configure GnuPG step.

This should be fixed from foundation-2016 through foundation-2019 and will merge forward as bamboo merges things.  Let me know if you still have problems after merging/rebasing latest 2019.
