We already have a Health-Check OpenAPI doc for documentation for Health-Check RESTful API. Before we decide how to publish this OpenAPI doc to a place outside the code base, I'll also add it to our traditional adoc doc so that we are ready for both way. Since we don't have the health check part in our existing documentation, we need to add both the existing Health Check RESTful API and the tag parameter we added recently.
