[CircleCI] - move java docs generation from tarball-assembly to build step

Description

We are doing maven build twice, once with `build` step and another time in `tarball-assembly` when we generate java docs. We want to remove second maven build from `tarball-assembly` and generate java docs part of the `build` step 

Acceptance / Success Criteria

  • if only ui related code was changed, run only build-ui job
