[CircleCI] - remove compilation from tarball-assembly step

Description

Right now this build step does both ./compile.pl and ./assemble.pl. If we removed java doc generation from it(https://opennms.atlassian.net/browse/NMS-13820#icft=NMS-13820), Ideally running only ./assemble.pl as part of this step should be enough.
