dependabot: mockito 3.4.6 to 4.6.1

Description

Dependabot wants to update Mockito from 3 to 4. This will probably require a number of small changes to actual test code, so I have retargeted it to develop rather than foundation-2022.

This work is incomplete and will need someone to complete the upgrade; a number of things have been removed or moved around when they dropped deprecated stuff from Mockito 3.

Moving to mockito 4 is a bit of a pain because of our use of Powermock. This doesn't affect runtime at all, only tests, so I just went ahead and bumped to the latest 3.x mockito and we can revisit this when Powermock updates their mockito support. It appears there's already some work happening in that direction.
