Revive PoweredBy section in new docs

Description

The 2021 and 2022 PoweredBy branches have the new docs structure but do not carry over the poweredby.adoc file in the developer module.

Acceptance / Success Criteria

Acceptance:

  • PoweredBy-2021 and PoweredBy-2022 docs contain a poweredby.adoc artifact in their developer guide modules

  • Link to poweredby.adoc in top-level README.md of PoweredBy-2021 and PoweredBy-2022 branches is updated to point to correct file in those branches
