R-Core fails to install following the Horizon 30 Install Docs

Description

I'm following the doc here https://docs.opennms.com/horizon/30/deployment/core/getting-started.html
 
The part in the documentation for R-Core install doesn't work, I get this:
 

I understand this is an optional install, however, it still doesn't work.

The R-core package requires to have PowerTools enabled. This can be done with dnf config-manager --set-enabled powertools. We need to update the installation documentation for the R-core package dependency.
