Remove contrib from OpenNMS

Description

The OpenNMS packages contain a legacy contrib directory that contains several very outdated scripts and tools, with a note that these are unsupported and that if they break, the user gets to keep all the pieces. Most of the content shows last commits made over ten years ago, and some are completely nonfunctional due to age and entropy.

 

Evaluate whether any of this content is of any value and whether it should continue to be included in the OpenNMS package(s).

I’ve created a PR that pretties up the README and removes everything except opennms.mib and send_event.py, while also porting the latter to Python 3.

I assume you no longer need the update_copyright.pl script, left over from when we switched to Affero GPLv3.
