Elevation on Feather nav bar header casts undesirable shadow

Description

The Feather nav-bar header has an elevation on it, causing it to cast a shadow. In Horizon it’s not that noticeable, but with the lighter color scheme in Meridian, the shadow hides the vertical whitespace between the bottom of the header and the top of the breadcrumb tray.

Pages implemented with OG UI stack lack this shadow. For consistency, we should remove the elevation from the header.

Fix has been merged to opennms release-31.x and opennms foundation-2023

Going to wait a couple of days to make sure this gets into latest Horizon build and Meridian build and confirm it is fixed before resolving.
