Add REST endpoint exposing usage analytics KPIs

Acceptance / Success Criteria

Acceptance

  • A new REST API endpoint is added which exposes the entirety of the usage analytics payload in JSON format

  • The existence of this endpoint is documented in the official REST API docs

  • Users with ROLE_REST or ROLE_USER are allowed to do a GET to this endpoint

Exclusions

  • Data formats other than JSON need not be supported by this endpoint

This is part of the existing rest/datachoices endpoint.

May need to be documented - should open a separate ticket for that.

The new Usage Statistics Sharing UI uses this endpoint to get all statistics and analytics data.
