Docs explicitly state that statistics sharing consent is assumed and how to revoke it

Description

In the “Usage Statistics” topic in getting-started.adoc, add a sentence that states something to the effect that “Consent to share collected usage statistics is assumed by default.”

Instructions for opting out are already included in the “enable or disable usage statistics collection” topic in data-collection.adoc. Verify that these are still correct.
