Sentinel depends on unpackaged /opt/sentinel/etc/datacollection-config.xml

Description

Likely due to flow thresholding, Sentinel now has a dependency on an /opt/sentinel/etc/datacollection-config.xml, and the sentinel packages do not include this file. Sentinel should either skip checking for a datacollection-config.xml if flow thresholding is disabled, or sentinel should package a minimal datacollection-config.xml so that a freshly deployed Sentinel can start and execute a successful health-check
