Update UI dependencies to latest Vue3, feather, etc.

Description

Our Vue3, feather and some other dependencies are a little out of date. Additionally, we are getting build failures on CircleCI due to dependency issues, so need to make changes anyway.

Acceptance / Success Criteria

Vue, feather and others updated to latest, local and CircleCI builds and tests passing. and functionality remains the same.
