Monitored Service Rest API Updates for OPG

Description

Updates to the Monitored Services Rest API needed for OPG (Grafana Plugin).

  • add nodeId and nodeLabel to response

  • add ipAddress to response (we include ipInterfaceId but not the address)

  • ensuredownand ipInterfaceId are included as properties
