Services are deleted and recreated on each provisioning run

I have noticed that some Business Service Definitions were suddenly empty since the last update of 33. I have investigated this and found that node services are erroneously deleted and recreated with every provisioning run. This changes the IDs of the services and the references within the business service definitions are deleted accordingly. Apparently the fix regarding NMS-16347 does have some of the side effects Ben already suspected. For now, I will undo these changes to restore the functionality.
