Installation instructions are broken and show an unresolved variable

Description

The installation instructions show instead of the package name an unresolved {package-prefix} variable which is used to provide installation instructions for Horizon and Meridian, see screenshot below.

We have introduced a regression by refactoring our documentation set in . We just need to configure the code block to allow variable substitution. Because this was introduced this bug in Meridian-2023 and is a release we need to support, I’ve reopened the PR and set it against foundation-2023 to fix it there forward.
