Add tip for Certificates which does not conform to algorithm constraints

Description

In some cases you try to use the HTTPS monitor and it goes down with just an "unknown error" exception. In the logs you can find the following exception:

The error is regarding security constraints in the JVM for deprecated hashing algorithm or weak keys with a length < 1024. Add some troubleshooting tips to the documentation in the SSL section.

Can you attach the entire stack trace from this exception? If so, then we can use the "Certificates does not conform to algorithm constraints" message as the reason code for the outage.
